Necessary to point out that the current system of tariff regulation is a prerequisite for implementation an effective customs policy and by authorities tasks ensuring economic security country. However, most countries don’t currently have ability actively respond changes in terms trade reducing or increasing rates. Therefore, against backdrop decrease protection national markets, role non-tariff means foreign growing. It measures are main tool protecting domestic market country’s economy from unfair actions states field trade. The preference given due fact that, unlike measures, they do not constitute additional tax burden population.
 Purpose. article devoted characterization legal measures. authors give classification these pay attention their individual types: example, product quotas.
 Methodology. he basis study dialectical-materialistic method knowing objective reality general scientific private methods based on it (comparison, analysis, deduction, induction, formal-logical, comparative-legal, formal-legal, system-structural, interpretation method).
